Are you trying to click on 'replace resource' under the 'resourcing' tab?
I couldn't get it to become greyed out, so perhaps you're talking about a custom action. If so, check its permissions.

How do I get the Find & Replace Resource/Manager to work. It is almost always grayed out.
What am i missing here. Sometimes it works and sometimes it doesn't. I've tried highlighting the whole project and that doesn't work or I'll try highlighting just the highest level of the project and that doesn't work.
