Ability to set and remove the primary administrator receiving email notifications on new users

The initial administrator is not always somebody that will remain long term with the Clarizen project (sometimes he/she only is involved in the trial). There is no way to remove the initial administrator from receiving the emails, even if the user is a deleted user, allow email set to off, not admin.
