Unable to change user types

As an admin shouldn't I be able to change user types. I am trying to correct some of our licenses to the appropriate setting for that users role and am unable to do so. My manager is having the same problem.

Kristen - Changing user types is done in the User Management module by assigning the desired license type on the selected user. Please see short video here.
