when times lines are modified outside of their original due date is there a record of that happening? My engineers keep moving timelines to fit their completion date and I can not seem to catch them doing it.

I am having a problem with project leads moving timelines out to accomodate their tardiness on completion dates. Is there anyway I can track that? Or, when we are forced to push out timelines is their an area where we can write an explaination as to why?

I would start by installing our audit trail app ( http://www.clarizen.com/appsmarketplace/item/Audit-Trail-For-Work-Items.html). This will track any time a date, duration, or work change for a work items and log the person that made the change and when they made that change (date and time).
