Only super-users and admins can create public reports that every user can access. This is most likely related to your permissions.
Why can't I make a report public?
I am a superuser and when I try to create a report the 'Public' radio button is greyed out. Is there a setting that needs to be changed somewhere?

As I mentioned in my ealier comment I AM a super-user and the 'Public' radio button is still greyed out. Is there any other setting that is preventing the radio button from being enabled?
There are two super-users in our company and for both of us the 'Public' radio button is greyed out. We are on version 6.0.
Sorry, you actually need to be an admin in order to create a public report.
