How do I as an administrator set the active/advanced filter default for all users?

I know this is possible because I did it once, but I can't find in the manual how to update this (I'd like to make a change to the user defaults for the active filters).

You can save filters to any existing (or new) view.  Just click the filter button next to the search bar in any panel and click the "Save as Default" checkbox before hitting Save.

What I"m looking to do is choose the filters, and set them, for all users - not just myself...

If it is a global view, that will impact all users.  If it is a personal view, it will only apply to you.

Actually, if you could set this on the view itself that would be ideal (from the View dropdown, select Edit and put the filters in there).
