Stop another user's active stopwatch

I have a user that has a running stopwatch. I think the session is done and it cannot be stopped (or the user is unavailable).

How do I as a super user delete the running stopwatch of another user?

I have even looked into business rules without any clear answer

Fantastic!

I can see I was almost there with a Custom Action myself. I was missing Related Objects filtering and LinkObject.State = 'Running'. It did not seem to me that this actually "killed" the stopwatch.
