Time isn't showing in Project screen scheduling view for Actual effort when you update the date range?

I am in the Project tab, using the scheduling or baseline view, and I have a column called Actual Effort.  I then go up to the date range, and select a month (in this case Feb), shouldn't the hours update on my screen under the Actual Effort column for just the hours in the date range I selected?  Instead I am getting all YTD hours.....
