You can't view them. But you can install this app http://www.clarizen.com/appsmarketplace/item/stay-tuned.html and see those changes from now on.

How can I view a transaction log?
Some one has a series of tasks within a work plan marked as cancelled. They don't believe they made these changes. How can I (as an administrator) view change/ transaction logs to see who/ when these changes were made?
