I would consult with your CSM on this one. You can use templates to setup project with pre-defined tasks, durations, and resources, but the automatic assignment based on capacity would be tricky. The typical process is for a PM to use placeholders in project templates and then when a project is ready for execution, view all available resources (you can filter by capacity and skillset) and then swap out the resources (Utilities >> Replace Resource, this works throughout the whole project).
