Configuration option to allow non-admin users to create UserGroups
We currently use the "UserGroups" module to define field work crews. In practice these field crews are very dynamic and the Project Managers are constantly creating new "crews". Currently the only way that a Project Manager can create a UserGroup (i.e., "crew") is if they are given "admin" privileges. That's something we really don't want to do. A configuration option allowing users with "superuser" privileges to create UserGroups would be very helpful.
