Since this can affect reporting and resource load, it requires higher permissions. However, you can easily bypass the permissions and allow users to add their own skills using a custom action.

I don't understand why the Skills are only editable by the admin. It seems like it would be better to allow the user to add their own skills to their profile. I can see why the user should not be able to create a new skill since the list could get very long and therefore an admin would manage the pick list (as done now.) My suggestion is to allow users to select their skills form the pick list.

Hey, did you ever manage to figure this out? We've built the custom action but can't seem to get the access working. Admin users can update via the action.
