Section split in Dashboards

We have three major departments (more, but 3 is fine for this example), which are Engineering, Procurement and Construction and we have at least five ongoing projects. My CEO wants one report for each Project. So I prepare a report that reflects the work of each of these departments. Tables in the middle and graphs on the left and right. |Graph|Table|Graph|

However, the tables can be pretty long or short depending on the status, but I would want the Engineering graphs and tables to be together and the same for Procurement and Construction, but it is very likely that the graphs will all be next to the Engineering table, because that's at the top. Something like:
|Graph1|Table1|Graph1|
|Graph2|Table1|Graph2|
|Graph3|Table1|Graph3|
|________ |Table2|_____|
|
_____ |Table2|_____|
|
_____ |Table2|_____|
|
_____ |Table3|_____|
|
_____ |Table3|________|

But would like to see it like this:
|Graph1|Table1|Graph1|
|________ |Table1|________|

|________ |Table1|________ |

|Graph2|Table2|Graph2|
|________ |Table2|________ |

|________ |Table2|________ |

|Graph3|Table3|Graph3|
|________ |Table3|________ |

This would be a great improvement to an already great tool.
