Official comment
This is possible only if it is an "Email to Case" InterAct rule. Otherwise it will require a user in Clarizen to successfully run.

Email notifications to external form submitters
I'm using a custom HTML form to submit to an InterAct rule, and one of the form fields is 'email address'. This maps to a custom field in Clarizen. I'd like to be able to send an email to this address without adding them as a user in Clarizen. Is this possible?
