System Setting 3.5 to include Module Access, not just fields

Current System Setting 3.5, if set to true, only allows the superset of fields to be access regardless of the Profile the user is signed in as. However the list of modules available in the Navigation Bar is not part of this setting so the user would have to change the logged in Profile anyway.....defeats the purpose of the setting
