remove the, "Edit, New, Manage All, and Save View As" options in the View Navigator via Profiles

This is currently available via Custom CSS but the customer would like to see this functionality added to the product. Would like to have ability to remove the "Edit, New, Manage All, and Save View As" options in the View Options drop down via Profiles to lockdown Profiles from being changed, even from other Superusers.
