It's not exactly what you describe, but the 'Add resource manager as work item manager' app in the marketplace should help. It sets the resource's manager as a manager on any work item and sends a notification to the manager. As a manager they then have the ability to re-assign the work if they would like someone else to do it, or remove the resource under their control if they wish to reject the work.
