Private group access for admins

Add the ability to control if Admin users are allowed to see private groups. For future reference please use CR-289189, CR-371066.

+3 votes for our 3 admins and +230 of the remaining 237 users.  The last 4 are the reason we need to be able to see them.

Because of other feature requests related to privacy, the complete solution would be to allow standard Clarizen permission management (including the upcoming explicit allow that prevents superusers from seeing something) on Discussion Groups.
