I just made a similar request. Very disappointing that the original request was 3+ years ago and they still have done nothing!

Improve data loader error description
"Error: Value cannot be null. Parameter name : Key" The error message which was displayed was not easy for the user to identify that the Project Name was missing. It would be good to improve the Error Message to include which field(s) has the problem, so that the user can make the necessary changes and continue with the Data Upload. For future reference, the feature request ID is CR-442058.

I'm sorry your are very disappointed. As with any other software product, there is no guarantee that any feature request will make it into the final product. Each request has to be evaluated by impact, cost, and alignment with strategic objectives.
