Report not showing all records for users that have access to all records

A report was created that has both Requests and Project data in a single table using a "Project it Became" linkage field. Users who have view or even edit permissions to both the Requests and Projects only see the Requests that converted into Project records and not Request records that haven't converted into Project records yet. They have access to separate reports for Request and Projects and they see all the expected Request and Project records. Role is set to "Not Relevant". Only Super Users can see the all the data in the report.
