Enhancement Request: Capacity Planning less restrictive

I would like to be able to allow all of the project managers to see the user groups in the Capacity Planning screen.  Currently, you can only see a group if you are listed as a manager.  I would like for managers to be able to see all groups read only.  This is a nice screen and preferable to Resource Load (Planner).

I'm in agreement with this need.  Resource Load/Planning provides some good visibiity to existing Project Assignments and Task Assignments for resources in general, but the additional information on Capacity Planning screen is also very useful for managers who are trying to get a good picture of availability of resources to work on a project.
