Allow Non-Admins To Assign Timesheet Approver Delegates To Users

I would like to request an enhancement to allow for non-admins to assign Timesheet Approver Delegates to users. They currently have the ability to remove Timesheet Approver Delegates via a custom action I built. However, when they try to use a custom action to add Timesheet Approver Delegates to a user, they get the following error "An error occurred while executing action '1.1 - New Item' in a configuration named 'Add Timesheet Approval Delegates': User can assign delegates to himself only."
