Only people in a certain group can reopen projects

When people enter time, if its on a project that has been marked "Completed" or "Canceled", it reopens the project. Has anyone created a rule that only allows people in a certain group to reopen projects? 

Only Operations can change a project from Complete or Canceled back to Active.
