Connect portfolios to programs for a state based validation

Hi everyone, I wanted to form a validation based on the state of the portfolio and program.

If the program is part of the portfolio and portfolio is not in active state the user should not be able to turn program to active state.

Because of how the objects are linked in Clarizen, by default it doesn't recognize portfolio as parent of the program and simple workflow rules are not working.
