Holiday Loader Issue

Using the Holiday Loader, I noticed an issue.

I am in the UK and want to load all UK (England) public holidays

To do this, I have to select National and Local Common Holidays. Do not select anything in State/Province; and then manually uncheck duplications and weekend dates (January 1^st) before I can upload.

All UK (England) holidays are National holidays and not Common Local Holidays. It is not intuitive to select anything other than National holidays for England, or indeed to not select England in States/provinces. Can this be changed?

I'm in the US and the holiday loader worked very well last year but not this year. I manually loaded our holidays. Was pretty easy but... we don't have as many bank holidays as UK. :-(
