Ability to remove 'Create New' button at the top of the ‘Choose a SharePoint Item’ page

The ‘Create New’ button at the top of the ‘Choose a SharePoint Item’ page: what are the options for removing this button or reducing what options are viewable for selection? The current workaround is using Custom CSS but can we add the ability to remove this via Profiles?
