Option to wrap text seems ad hoc

I'm having trouble understanding the rules for text wrapping. On the one hand, in some columns/fields, the text wraps fine (although never column headers). On the other hand, other columns/fields don't have that option. Is there a list of which columns have wrappable text? Is this something that can be configured? Thank you!
