Add ability to add custom, static text and pictures to report.

We'd like to be able to add custom text and pictures to a report. For example, on a project request report, we'd like to add a legend to the report that explains the various request states and what they mean in our organization so when the report is sent to our customers, the report explains what "Intake", "In Work", "Deferred", and "Closed" means.
