approvals and nested projects

Can someone tell me how approvals work with nested projects?  There is an Owner and a Project Manager for each Project in a hierarchy of nested Projects.  The topmost Project Owner & Project Manager can obviously approve hours reported against its direct child Tasks, but can they also approve hours logged to Tasks under their child Projects?
