Make Send Report action more usable

Ability to send a single Project Utilization report file that contains many projects via Workflow Rules. It is currently possible from the Reports module, but the project selection there is manual. If a report is sent from a Workflow Rule, one can select projects dynamically, but the rule sends out one file per project, which is inconvenient. This is true not only for Project Utilization report, but for all reports, where one can select multiple projects via Project Is In field: https://www.screencast.com/t/fWYmqPmzYUTk
