You should be able to pull a timestamp from Last Updated On.

File Timestamp
I need the ability to show a timestamp on Files attached to Work Items. There are datestamps available (Created On, Last Updated On), but it's also critical for us to know exactly when a file was uploaded/attached.

How would you get the timestamp to appear in the Files box on the right side of the details page of a Work Item? Or at least on the details page of the file itself?

You would create a custom field for the timestamp on the File object and then you can easily add it to your layout. For the details page you would go to Settings >> Profiles >> Pick a Profile >> Files >> File >> Field Layout. If you edit your work item views and make the field one of the first columns in the File panel, than it will also appear on the right side panel.
