Is this a system field? If it is, it might be locked for editing. As a workaround you will need to create additional custom fields and set them up the way you need to.

Changing settings to allow "fixed price" to roll up to parent -
I am trying to get my "fixed price" fields set within Milestones and Tasks to roll up to the Parent level.. It's right here, but I can't select it. I am a super user, with admin and financial permissions.. Any thoughts? Thanks.

Guy nailed it, this is a system field. You will need to create a custom field for Work Items if you want to roll it up from Milestones to Projects.
