Customizable Status (RAG Indicator) field

Is there more information or requirements regarding this CR that could be shared?  We would like the STATUS field to also be dependent on the status of active Risks and Issues, Budget, even scope, not just based on schedule alone.

I would like the option to have Status show complete (blue) when the state of the item is complete
