How to remove New Tab from Custom Action Related Programs

I am creating a custom action that contains a variable for Program as a reference to object (Program). When user chooses the Program, they are allowed to choose from Existing or create a new Program. 

How can I hide the New tab?

Note: The custom action runs on the Organization object.
