Give all users visibility of all projects

You can make a rule that will add all users in the system as reviewers to every new project that is created.  Would that work?

Yes, that would work, but I would like to seperate when users are actually set as reviewers on projects, vs. just allowing them to see everything.  Any other thoughts?

You can move all the projects under one portfolio project and set all users as reviewers on the portfolio

Or alternatively use the "role" field on the reviewer link to determine the reviewers role, i.e. "Sponsor", or "Evaluator".

You can also just add all users to the project pool by assigning them as resources on the project level.
