Hi CE,
The rule isn't working via the Custom Action because we currently have a restriction set up that won't allow an InterAct rule to be triggered off of another business rule.
A change request has already been added on this and we are planning to remove this restriction a couple of weeks after the release of V5.4 (which will be released on May 19th).
Other than that I can tell you that you built the rule perfectly :)
