I assume there is a dependency- the ability to edit time tracking reports probably is dependent wether the time tracking module is activated? Running there report does not collect data .

Yes, there sure is. The Time Tracking reports usually don't just list information, but group and aggregate data as well. It makes it much more difficult to provide customization on these reports that have additional calculations built into them.
