Can you go to their properties and make sure the "external user" checkbox is set?

I'm trying to set up external users so they can create issue/bug fix/change requests. When I set up an external user with full access, they are able to see all projects and all staff in the dropdowns. How can I set up the users so they can see only the projects that relate to their company and the staff members that are working on their account?

Yes, the test account I am using does have the external user box checked.
