can I manage the availaibility of a resource by applying a % of their time

I'd like to be able to take one of my resources and tell project managers that this resource is only avail say 80% of their calendar time.  Can I do that in Clarizen?

Yes, you can go to the resource calendar and set their default availability to be 80%.  You can also set the default availability of a resources at the project level to be a set %.  Not that these can still be overridden and the resource can still be overloaded, so it is not a "hard" rule.
