Usually it is work item.remaining effort that is utilized, and this is also the field that should always be unlocked assuming you are allowing resources to report on remaining effort, the user is assigned as a resource to the task, and the item your are reporting against does not have sub items (in this case remaining effort rolls up from sub items).

In v6, what causes the 'remaining effort' field to be locked in a project's resource view? Also, both resource.remaining effort and work item.remaining effort display as 'remaining effort' - so how do I tell which one I'm looking at without going into manage view?

Global, but it looks like the setting I was thinking of was removed from V6. Little the cause of the field being grayed out is a sub-item.
I'm %90 sure I was able to edit remaining effort in the past in v6, and now it is always locked. Resources are assigned to the task and the task does not have sub items. Is there some other set of conditions that would lock the field?
Only if there is a customization preventing remaining effort from being set. Also you are reporting against the work item.remaining effort field correct?
Next step would be to escalate a support ticket so that one of our engineers can take a look at your account.
