It is still available, are you an admin? If you are on V6, you would go to Settings >> Layout >> Navigation and add Expense Sheets and/or Approvals into your Nav.

Expenses are not in the navagation bar
Why did the expenses vanish from the navagation bar? I can not find the expenses to enter and approve on the navigation bar
