Multiple "Mark As" not working

When users in our organization select multiple items (or even a single item) on their Tasks page, the "Mark As" button is greyed out and disabled.  This makes it where they have to click each individual % Complete cell to mark something as complete.  How do we change this permission to make it so that everyone can select multiple items and mark them as complete.

Users need to be at least a manager for the task or a parent item in order to use the lifecycle ("Mark As") dropdown. There is a way to circumvent the permissions by making a custom action that will mark selected items as complete.  Very easy customization, someone on the Q&A webinars can show you how to do this in 5 minutes.
