I would like to send a daily notification email per use to inform notifications verified by many cases ie, off track, at risk, schedule changed, risk added, etc.
My questions are,
How can I add notifications to be send as daily email notification?
Currently daily notification emails are sent at fixed time. I would like to change the time, How can I?

to change the hour of the daily notifications, please see setting 9.10 under system settings.
to add a daily notification you'll need to create a scheduled workflow rule that runs every day and generates an email notification

I would like to confirm you reply. You mentioned 9.10 can change the hour of the daily notification, but my understanding is 9.10 is for task completeness progress - preferred hour. Can 9.10 change daily notification hour?

there is no general daily notification, unless you have configured it as a scheduled workflow rule, in which case you can determine the hour for the rule to run and produce the emails.
the task completeness progress email is the one configured in 9.10

You can not do this at the moment for batch email, but this will be possible in the future.
