I can't start a new project now. Where do I setup the rights for that?

I have created a project, but now I can't start it. In the old version this was possible. Where do I set up the rights for this?

What do you mean by starting a project, activating it? There is a "Mark As" button on the menu that lets you set the project to be Active. You can also click on the icon next to a work item to select the state.
