timesheet- adding a reportable item

If a user is in the timesheet and they want to add a reportable item, can they add an existing item (already in a project structure) or are they only able to create a new task? I don't see how to select one that is in the system.

And I have the system setting activated so that users can assign themselves to tasks. Please help. This is a critical issue for us.

That setting is for adding new items directly into the timesheet. For existing items, you are basically saying that you want resources to bypass the permissions system and assign themselves to tasks where they have not been given permissions by the Project Manager. If this is the case you can use a custom action to allow a resource to assign themselves to any existing item.
