Project States

I understand there are different state the project can be set into in a project lifecycle. From a functional or project team standpoint, what function or feature is dependent on setting project from draft into an active state?

 

The reason I am asking is that I find that users can set workitems progress in draft state, it doesn't have to be in active state.

When something is in draft, you will not see the scheduling status of that item (no red, yellow, green indicators) and no system notifications will be sent out to that user asking him/her to update their progress.  If something is in execution, the best practice is for it to be set as active. Keep in mind that you can have multiple states set throughout a project (one milestone can be completed while another is being executed and yet another is still in planning).
