Do I need an Enterprise edition level of pricing to have access to the free Clarizen apps (job # app)

Clarizen applications usually consist of few business rules, custom actions.The Professional Edition has got a limited access to configurations. Professional Edition was designed to give organizations a taste of what you can do with custom fields, business rules, and custom actions. If you would like to take full advantage of it, you should definitely consider upgrading to Enterprise Edition.

If you look at the link I provided above (Clarizen Editions), you can see how many customizations you can use per edition. Professional Edition allows 3 Workflow Rules and 3 Custom Fields. Application Project Numbering consists of 1 Workflow Rule and 2 Custom Fields, so you should be able to install it with Professional Edition :)

Regarding the 2nd link. Critical Path indication is out of the box. You can add the critical path field to any of your views, and it is available by default on the Scheduling View (red arrow icon). The critical path is calculated for you automatically based on the scheduling of the project.  If a work item cannot be delayed without pushing back the entire project, it will be on the critical path.
