How can I allow users to view billing information (Billable, Billing Rate Per Hour, Project Expected Revenue, etc.) but hide from them the cost information (Budgeted Cost, Actual Cost, Cost Rate Per Hour, etc.)? We need to allow project managers to be able to track their project budgets, but only a handful of users (nominally Admin users only) should be able to see what each employee is paid (i.e. what the resource costs to the company), as this is sensitive information.

Billing and Cost are both considered Financial fields and it would be difficult to do this. I guess it may be possible using some sort of Validation Rule but it would be very difficult IF possible.
Best approach would probably be a Feature Request. If you want to take this route, then let us know and I can use your description as the Use Case for the request.

Yes, please create a Feature Request for this - I imagine there would be many small companies like ours where there are many project managers but only one or two direct managers.

According to our Product Team, the upcoming profile feature will enable the support of this. Basically you will be able to build a profile in which the cost related fields are hidden and then apply this profile to the users who are typically PM (or the group of PMO, etc). We do not have a hard release date but currently the planned release of this functionality is October (Q4).
