What you could do is make a Project D and have the other projects be subprojects of it. After that, you could convert Project D into a portfolio.
I have an existing project (project A) and it turns out we will now have 2 additional projects (projects B and C) so I would like to create a portfolio to house projects A, B, and C. I would like to create a portfolio that will encompass all of these, but cannot seem to find a way to have project A be the child of the portfolio. Please advise.

How do I 'convert' it into a portfolio once I've created it and linked the other projects as subprojects?

Within the properties of the Project, use the search field to search for Projects. It is a toggle that you can turn on to make it a Portfolio.
