How do you assign someone as an Admin user?

You need to find out who your Clarizen Admin is. The Clarizen Admin(s) have the Admin permission and are the only users that can give other users this permission.

I am the admin but when I go to this person’s user profile, the toggle is locked. 

To answer your question, what is the user's license? They need to have a Full User License to be able to be an Admin. Any lower, and the license does not provide enough access within the system to even allow Admin so the system locks the field.
